This work and the supervision of the construction
of the breakwater will keep Mr. Jaffe and his assistant engineer fully employed and no reduction in this branch can in my opinion be considered possible.
Crown Lands and Surveys.
With regard to the question of possible improvement in the organization of the Survey Branch I made an examination of the work in progress in the office, and found that practically the whole staff was engaged on making surveys of lots, preparing lease plans and other pressing work such as plans of villages to enable the Squatters Board to deal with claims.
The work generally appeared to be well organised and the staff efficient. I have nothing to suggest which might lead to greater rapidity except a further increase in staff to admit of the commencement of a proper triangulation of the Island. At present there is a mass of information in the office which will be useful for filling in details. This information consisting of traverse surveys, property plane &c., may be likened to a number of pieces of a puzzle which require to be fitted together on a frame. There is at present no reliable framework and many pisoms are missing. Until this triangulation or framework is undertaken and completed, the details or pieces cannot be fitted together. Existing maps of the Island cannot be regarded as sur- -Teys and even the large scale map of the City of Victoria is I am informed inaccurate and unreliable.
I am aware that there is a general feeling that the work in this branch is very slow. In connection with thøis I would point out that survey work on this Island and in the New Territories presents many difficulties owing to the hilly and ragged nature of the country. There are also constant delays in outdoor work due to fogs, rains and heavy winds. For these reasons alone it is obvious that rapid work is out of the question.
